Very Easy Questions to the Meitei State Government | Part-1

Since 3rd May 2023, there are numerous allegations, with proofs, of the biased-ness of the state government in tacitly and openly supporting, and facilitating/ arming the meitei radicals & terrorists to fight against the Kuki-Zo people. Even then, no action has been purportedly taken against any meitei person, private or government servant, for acting against the Kukis, thereby raising questions about the state government’s role in this ongoing violence against the Kukis. This alleged complicity of the Meitei government is proving to be an added ammunition to those numerous analysts who termed this ongoing violence as “state-sponsored.”

In this series, we are asking very simple questions, along with the evidences, for the Meitei state government to answer:

1) Who is this person? When was he recruited to IRB? Who authorized his transfer from IRB to Police Department, and then to UNLF-MPA? Any FIR lodge against him or against any responsible person by Meitei Police or CBI or NIA? Who will be accountable for violation of the concerned law/s?

2) How come militants / non-police personnel are allowed to wear Police uniforms? Who stitched those uniforms? Any FIR filed by Manipur Police or NIA or CBI against anyone for impersonating the police? Why the then SP of Tengnoupal ( a Naga) was made a scapegoat and transferred after the incident, while no action was taken on any Meitei office holder?

3) Who gave these non-Police Meitei persons arms and ammunition, with a licence to kill the ‘Kukis’? From which Police Station are these arms taken from - Kakching/ Pallel/ Thoubal? Were the weapons returned after the incident? Any FIR or Any action on record?

4) Another glaring example of the Meitei Police allowing the Meitei terrorists to join them by giving them uniforms allegedly with a view to escape the radar of the Army-checking at various check-posts. Who devised such a plan to ferry the militants in the guise of Manipur Police? It has been alleged that all these plans are devised by Col. (Retd.) Nectar. Is it true? Any suo-moto FIR/ Complaint lodged by Meitei police against such individual/s for defaming the Police uniform or for impersonating a SI ranked Police Officer? If no complaint/ FIR, why?

5) Who provided Khambaton Meitei with government issued arms (5.56mm INSAS) and uniform? Any suo-moto FIR/ Complaint lodged by Meitei police against such individual/s donning police gear and using police weapon? If no complaint/ FIR, why? Was the INSAS looted from Police Armoury? If yes, any step taken or any arrest made to recover the said arm?

6) “Let’s kill all the Kukis” reads the whatsapp status of Mr. Soisenba Oinam, who is armed with a .303 rifle and accompanied by the Meitei Police Commando. Has any FIR been filed against him for inciting communal violence or participating in to use criminal force or violence under Section 153/ 153A of IPC or Sections 192/ 196 of BNS? Why no action taken by Meitei Police, under the Arms Act, for possessing a firearm that is not authorised for public?

7) “Let’s fight the Kuki slaves” reads the Instagram status of Mr. Sana Tmba while wearing uniform of Meitei Police Commando and armed with 5.56 mm INSAS Rifle. Who armed them with the government weapons, and who clothed them with Commando uniforms? Any suo-moto FIR filed under SC&ST Prevention of Attrocities Amendment Act, 2015 (for insulting the ST Kuki community and calling them slaves) or u/s 504 IPC or u/s 352 of BNS, 2023 (for insulting with an inient to provoke breach of peace)? If not, why?

8) Dated Aug 3, 2023; Location Bishnupur – Churachandpur border: On the day of the Meira Paibis attempted march to Churachandpur, the Meitei militants were given a free hand by the Meitei Police of Bishnupur to create riot in case of need. As per reports the women were at the forefront and acted as human shields for the Meitei militants. Later, these militants fired upon the Indian Army and RAF, who then retaliated in a controlled manner, and prevented situation from turning volatile. A photo was captured wherein one of the militants carrying a 7.62 mm SLR was briefed by one of his fellows, while the Meitei commandos remained a mute spectator to the ongoings. Why no arrest made and no FIR filed against any of the militants for carrying sophisticated arms in contravention to the Arms Act, 1959? Why no FIR on Meira Paibis for attempting to disturb peace?

During the stand-off, it was learnt that the biased Meitei Police saw the neutral central forces as their enemy and even fired at them for performing their duties (by stopping the Meitei militants from reaching Churachandpur). Why no FIR registered against Meitei Police for attempting to harm the central forces? Why no CBI/ NIA has taken note of this issue?

9) Centre should focus on recovering all the looted arms and ammunitions, and should ensure that all Meitei militants are either flushed out or contained before targeting the Kukis for guarding their villages and people. On the first week of May 2023 when hundreds of Kuki villages were burnt and hundreds of Kukis killed by Meiteis (police, commandos and militants) where were the central forces?

How many of the looted arms / ammunition of the Valleys have been recovered so far? How is it possible that the sole SoO signatory of the VBIG, the UNLF-MPA, are seen wherever attacks on Kuki villages are happening?

10) A self-proclaimed environmentalist is seeking sponsorship to purchase – Portable radars (3 nos), drone jammers (6 nos), bullet proof (3000 pieces), thermal drones (100 nos) etc. Was there any suo-moto enquiry done by DGCA (the regulator on drones) or even the meitei police as to why so many drones are sought to be purchased? There were reports that many drones were carried by Licypriya as an airline passenger? How did the Bureau of Civil Aviation Security allowed so many drones to be carried on airplanes? Any exemption for Licypriya? How were the drones utilized? One is tempted to conclude that these were used by the Meitei militants to monitor the movements of the Kuki people and the Indian Army/ CAPF, and for attacking the Kuki villagers.

11) A FB post from Eramdam E-Pao showcasing their arms/ area weapons. Some are rocket launchers, and some are mortars. The post even thanked the incumbent Manipur Rajya Sabha MP Sanajaoba for the gift. Was there any enquiry done in this regard? Any statement from MP Sanajaoba? Any FIR lodged under the Arms Act or other relevant sections?

12) The tweet shows the destruction of the Kuki houses in Imphal. Has the Manipur Human Rights Commission led by Judge (retd.) UB Saha as Chairperson ever dared to direct the state government to protect the Kuki houses in Imphal, even though it has time and again directed the deputy commissioners of the hill districts to protect the houses of the meiteis located in the hill districts? Ironically, the office of the MHRC is located in Imphal and the houses of the Kukis in Imphal are only at a distance of 0 - 10 kms from its HQ, and yet never bothered to visit the left-behind houses of the Kukis in Imphal.
