SSC Succumbs to Pressure from Meitei Govt.? Revised Results Undermines Commissions's Intregrity

The Staff Selection Commission (SSC) – a recruiting agency under the Government of India to recruit staff for various posts in the various ministries and departments of the government of India and in subordinate offices, has released the revised result of SSC (GD) Constable 2022 results today, leaving many to ponder about the credibility and integrity of the commission.

This commission is an attached office of the Department of Personnel and Training (DoPT) which consists of a hairman, two members and a secretary- cum-controller of examinations.

As per information available with the Commission’s Website, the final result of Constable (GD) in Central Armed Police Forces (CAPFs), SSF, Rifleman (GD) in Assam Rifles and Sepoy in Narcotics Control Bureau Examination, 2022 was declared by the Commission on 20.08.2023 for all States / UTs except for the State of Manipur. The final result dated 20.08.2023 was processed for 49590 vacancies (except 597 vacancies for the State of Manipur) wherein 45217 candidates (40229 Male & 4988 Female) were provisionally recommended for appointment whereas the candidature of 1337 candidates was kept withheld. At the time of declaration of the said final result of the aforesaid examination, the physical and medical tests could not be conducted due to the law and order situation in Manipur. Therefore, the result for the state of Manipur for 597 vacancies could not be declared on 20.08.2023, SSC stated in their website. Subsequently, the final result for the state of Manipur was declared on the website of the Commission on 15.03.2024.

The Physical and Medical Tests in respect of the candidates belonging to Manipur had been conducted in multiple phases due to the law and order situation in the state. While processing the result dated 15.03.2024, the data pertaining to one phase was inadvertently missed out.

Accordingly, the final result declared on 15.03.2024 for the state of Manipur was withdrawn vide the Commission’s Notice dated 18.03.2024. Based on a comprehensive review of the complete data, the discrepancy has been rectified and changes have been effected in the result declared on 15.03.2024, SSC clarified.

However, the Commission’s move to withdraw the results of an exam and release a revised result for Manipur to recruit constables and other personnel has run into a huge controversy. The valley-majority Meiteis, who come under the ‘general’ category, protested after seeing the results which they claimed seemed suspect due to the high number of successful candidates from the Kuki community - under Scheduled Tribes (ST) category - making the cut.

Out of pure jealousy for the huge success of Kuki candidates, the Meiteis formed a Joint Action Committee in this regard, alleging discrepancy in the final result of SSC Constable GD 2022 examination.

They also submitted a representation to the government of Manipur to pressurize the central agency to alter the results in favour of their community. Accordingly, the Manipur government entrusted the Chief Secretary to take up the matter with the Central government. The Chief Secretary Vineet Joshi immediately flew to Delhi and after which the SSC withdrew the result on March 18.

However, one could see here the biased approach of the state government when it comes to dealing with education matters. When a large number of Meitei students were affected by the outcome of a mere constable recruitment, the state government acted swiftly by deputing the Chief Secretary to the national capital to sort out the issues. But when education related issues affecting students from the Kuki community were repeatedly put up to the state government, they nonchalantly turned a blind eye to the repeated pleas, forsaking them and discreetly carrying out their intention to annihilate the academic career of Kuki students. The case of Medical students who are fleeing the ‘Death Valley – Imphal’, and displaced NIT students is a matter of concern – which the state government is sidelining just because they are from the Kuki community. This negligence by the state government on Kuki students prompted various Kuki student bodies to knock the door of the Supreme Court so that they get the justice they deserved. The withdrawal of the SSC GD result 2022 also undermines transparency and fairness in the recruitment process, causing uncertainty and frustration among the successful candidates who have invested immense time and effort. It’s crucial to uphold accountability and ensure that decisions are made with integrity to maintain trust in the examination system.

It seems the SSC-GD result for Manipur was recalled just for the fact that the successful Kuki candidates were more in numbers than the Meiteis.

Is this really how SSC conducts itself? When a more biased, powerful government-backed majority feels insecure, the minorities are subjected to such a step leading to a stepmotherly treatment that only massages the egos of the majority Meiteis! It took no time for the government of Manipur and the Meiteis to cry foul which the SSC obliged to, which all indicates that SSC may not be as fair as it seemed.

The Kuki community silently continues to face the Manipur government’s open war against them even in recruitment process including the recent recruitment on 08/03/24 and 11/03/24 in PHED department for filling up of 91(ninety-one) posts of Section Officer Grade-1 and 7(seven) and Department of Consumer Affairs where no members of the Kuki community have been selected. SSC should not indulge in the same appeasement politics played by the Manipur government and should rather uphold its ethics and review its decision to withdraw the SSC GD results for Manipur State declared on 15th March 2024. Discrimination  of  the  rightfully  deserving candidates must not be tolerated at any cost and could incur legal action.

The withdrawal of the SSC GD result 2022 is unjust and disheartening for candidates who put in their hard work and dedication. It erodes confidence in the examination process and raises concerns about transparency and fairness. Reinstating the result is essential to uphold the integrity of the recruitment system and respect the efforts of all candidates involved.

SSC must uphold exam integrity and resist Meitei politics to prevent further marginalization of the Kuki tribals. Fairness in exams ensures equal opportunities regardless of political influences or tribal identities. It’s the Manipur government who infiltrated the results.

One pertinent question everyone should ponder upon - How could a commission with stringent rules and procedures overlook a crucial phase of the results?
The examination follows a systematic step-by- step procedure, with all shortlisted candidates progressing to the final stage.

SSC must prove themselves to the public that they did not compromise their values through transparency.

S. Kishore Chairman of the Staff Selection Commission mentioned that “SSC has evolved as one of the most trusted recruiting agencies in India. It follows processes to ensure fair, just and impartial selection of candidates for the user Departments. In every sphere of its activity, the Commission’s hallmark is in its transparency and fair play.” The SSC now has compromised it, and instead of adding the so called “missed out” candidates, they withdrew the results, leaving a hole in the trust people have in the Commission.
